Return of Economic and Housing Growth The Leading Markets Index produced by the National Association of Homebuilders and First American Title Company measures progress toward a "normal" level of economic and housing growth in the United States. The index defines the last "normal" period as 2000 - 2003 for housing permits and prices and 2007 for employment.  The index measure progress toward normal by comparing the last 12 months to a normal year and averages that ratio for the three indicators.  In addition to the national index, the release also lists the value of progress toward normal for 351 metropolitan areas, as highlighted on the map below.  Go here to learn more (Eye on Housing post for December 5, 2013.)
